From the end of 1943, armed conflicts broke out between ELAS and EAES in occupied Greece. At the same time, there was a difference of opinion between the British Ambassador Leeper, regarding the handling and supply of the guerrilla groups by the British Military Mission. It was preceded, in August (at the initiative of the British Military Mission) by a meeting in Kairo of representatives of the resistance organizations (EAM-ELAS-EDES-EKKA) for talks aimed at a nationwide cooperation. From the first moment, however, the issue of the return of the King was strongly raised, which many of the representatives did not accept, before the referendum.
